There were a ton of launchers around back in the day, or other options to publish like GOG (who it may surprise some people to know, back in the day were far stricter than Steam about what they'd allow on their platform in extremely dubious ways). I'm not gonna share my specific opinions on this, but this person is right - Valve didn't really force a monopoly.
